The Maritime and Port Bureau (MPB) of the Ministry of Transportation and Communications (MOTC) responded today (1/13) to media reports claiming that "the MOTC has not yet stipulated specifications for marina design,” pointing out that such claims are untrue as the MPB had already completed the "Planning and Design Reference Manual for Yacht Harbor Facilities" in 2017, proactively provided it to various administrative agencies (institutions) and members of the yacht industry for reference, and placed it in the Public Service section of the Bureau's official website for download.
The MPB also stated that, to facilitate the development of yachting activities, the "Planning and Design Reference Manual for Yacht Harbor Facilities" completed in March 2017 stipulates universal design guidelines that have been forwarded to various administrative agencies (institutions) and yacht-related industries to serve as a reference for the development and construction of marinas, so that facilities are compliant with international standards and scales while accommodating local conditions and environments. For instance, the Kinmen Port Recreational Vessel Base planned by the Harbor Bureau of Kinmen County, the Baisha Port Floating Pier on Lambai Island, Pingtung County, and the Love River Bay Pleasure Yacht Marina of the Port of Kaohsiung have all been planned in accordance with the contents of this manual.
The manual provides planning and design references for wharf site selection, port structure and onshore service facilities based on domestic and international marina specifications. Yacht operating agencies (institutions) and yacht-related businesses can refer to the contents of this manual when considering the actual development conditions of the berth area and evaluating the planning, development and establishment of marina-related facilities. The MPB encourages relevant administrative agencies and members of the yacht industry to enhance the quality of yacht facilities in Taiwan using the specifications laid out in this manual, which will be reviewed and amended as needed so that it remains aligned with international standards and facilitates the overall development of yachting activities and industry growth.
