The Tokyo Memorandum of Understanding (Tokyo MOU) has announced the launch of a three-month Port State Control (PSC) Concentrated Inspection Campaign (CIC) from September 1 to November 30 this year. The campaign calls for joint inspections by member countries through different themes to effectively curb the movement of substandard vessels in the Asian region. The Maritime and Port Bureau (MPB) is planning to cooperate with the National Chinese Seamen’s Union and CR Classification Society to conduct online CIC training courses, even though the COVID-19 outbreak has not yet ended. It is planned that the training and certification of Taiwan’s port state control officers (PSCO) will be completed by August, in tandem with the Tokyo MOU CIC operation schedule and the international community.
The key inspection item of the Tokyo MOU is “Ship Stability”, which refers to the ability of a ship to right itself after being inclined by external forces such as wind and waves, to ensure the safety of the ship and the comfort of passengers. The MPB plans to conduct two types of training: classroom lectures and practical onboard training. MPB also designed specialized PSCO training materials and checklists for boarding and inspection with reference to the Tokyo MOU bulletin and the latest international convention requirements. PSCOs can receive complete professional training without being affected by the pandemic through the online training method.
Director-General Yeh Hsieh-Lung of the MPB said the Tokyo MOU is the most important port state control organization in the Asian region. CIC was not implemented last year due to the impact of the pandemic. Starting from this year, the relevant routine inspection operations have been resumed. As a member of the international community, helping Taiwan’s maritime system connect to the international maritime community has always been a key focus of the MPB. We expect to fulfill our international responsibilities and ensure the safety of ship navigation. In addition, in recent years, Taiwan has maintained our place on the Tokyo MOU White List for many years in terms of national vessel navigation safety, allowing that the international community to witness the performance of Taiwan’s maritime transport administration.
